Introduce Java17 label

I suggest adding a 'Java17' label to github to mark issues related to java 17 support, e.g.:

• Use of LambdaMetafactory broken in Java 17 while working on Java 11 #4006
• Native images unable to access declared annotations of Java records #3984
• etc.

Yes, i agree, we already have Java8 we should add Java11 and Java17.
