Use cpm with multiple workers on MSWin32

• Merge Use multi-worker-win32 branches to install cpm #82.
• Do further tests: fix --verbose output in Windows (missing many configure, install logging messages).
• Find out why the rename in HTTP::Tiny->mirror() fails despite closing the filehandle first.
  • currently using sleep 1 prior to the rename: orbital-transfer/cpm@55c7e92
  • possible to do try-retry as on the branch: zmughal/p5-http-tiny@master...retry-rename
