When I change the page, the banner pops up again and again. What could be the reason for this?

This happen when you don't access the page via a web server. Just open the .html page does not work. If you already serve the site via a Server the settings in the Init.js can be bad. Normally it works out of the box. Try to use the example pages (serve them via a Web Server) and change them after it.

Normally if it's implemented correctly it also works in php.
Do you work with an local web server or do you just open the file in your browser? Maybe you can provide me the code and I try to check it.

I think I found the problem. You need to define the cc_cookie in the necessary table. I had a simalr problem at the beginning and this solved it. Look at my code starting this line: https://github.com/dombyte/Itsdom.org/blob/2338cdb02aeb49032506bb1523ea6d4cecac627a/static/js/cookieconsent-init.js#L134
