After discussion with @timgdavies on a bit of clarity how a single search interface with two potential usable identifiers (i.e. a business registration number and a VAT/Tax number).
If these are truly two separate identifiers (i.e. the business number does not act as a tax code in the country) then they should be treated as two separate lists with separate prefixes . In most cases the Company Number will be a primary identifier to which the Tax Code is secondary (i.e. the company number is preferred).
Solid guidance on this in the handbook will help users and contributors in deciding what constitutes a separate list.
