Weird 404 errors #387

For some lists, going to the url gives a 404. A hard refresh brings up the entry, but then closing the tab/browser and visiting the same url again, again gives a 404. See these issue(s):

Seems related but feel free to move if it needs its own issue.
The newly added education establishment lists don't appear in a GB filtered list until you refresh too http://org-id.guide/results?structure=all&coverage=GB&sector=all

Confirmed this is still happening. Today, with the newly added Chinese list: http://org-id.guide/list/CN-USCI. Some kind of caching issue?

I can't see anything that is telling the browser to cache pages.

Data is being loaded into memory in server workers, so another theory is that doing a hard browser reload just means you end up randomly hitting a different server worker. Data is loaded the first time a worker starts; so if a server has 2 workers and one started last week and one started an hour ago they could both have different data. Related to OpenDataServices/org-ids#234

If so, the workaround is that any such issues will clear after a bit of time (and both examples above are now clear) but that's not a great solution.
