SDK to use to receive crossline object events

I am creating a windows console application and I would like to run this as a background service on a windows machine.
The service needs to connect to a list of cameras and listen to the crossline events to generate an alert.
Part of the alert will be a snapshot of the scene with the object clearly marked.

Please can you assist me with which SDKs to use and how to achieve this.
