Add public tag to config values that are public and serve automatically

Rather then creating a new endpoint for each part of the configuration that we want to show in the UI what if we denoted configuration values as public which automatically revealed them in the api.

That way the process of adding a new public value to the configuration file is synonymous with creating the api endpoint to reveal it the UI.

@haoming29 Tagging you to draw your attention, I think this would make things much easier for us both.

For instance I was working on the DirectorContact UI and thought it would be good if the non director elements pointed to the Director URL but that is only available behind a auth'd api endpoint in the config.
