Student Developer pack is rejecting

I am writing to request urgent assistance with my GitHub Student Developer Pack application. I have been trying to apply for several weeks now, but my application keeps getting rejected. I believe there are a few issues contributing to this:

School ID Issue: My school ID does not have a start or end date printed on it. This seems to be a major factor in the application rejections.

Location Issue: My school is located in Delaware, but I currently reside in New Jersey. It appears the system is flagging my application due to the distance between my home and school. I am a genuine student enrolled at [School Name], and the distance is due to [briefly explain your reason, e.g., online classes, living with family, etc.].

Verification Letter Upload: I obtained a verification letter from my school to address these issues. However, there is no option to upload this document in the application. My laptop camera quality is poor, and the mobile upload only accepts front camera photos, which is not suitable for a document.

I have attached the verification letter to this email for your review. Could you please manually review my application and consider my situation? I am eager to access the resources offered by the Student Developer Pack for my studies.
