release.publish event won't be triggered if a draft is published and attachments are deleted and published in the same time

To reproduce:

1. Create a draft release, upload a random attachment, choose a new tag
2. Publish
3. Delete the automatically created tag, the release is converted to draft at the same time
4. Click x after the attachment, click "Publish Release"
5. The workflow isn't trigger!

There may be a shorter way to reproduce it, but I haven't tried it yet.
