Add a pinned discussion telling people where to open issues

Many of the 'discussions' here are issues that should be opened elsewhere. It would be nice to see an edw-like discussions page with colourful banners explaining where issues should be opened.

It may also be helpful to think about creating a dedicated support site for paying customers and general help, github is NOT user friendly.
