New Diagram Type - Tech Radar

This is an interesting visualization and as I've searched the tooling around creating these is very sparse.

This visualization is really useful for communicating adoption and assessment across domains.

I've tried to replicate the concept with the quadrants but it doesn't seem to fit the intended usage.

Not sure what option seems best...

Desired Features

• Quadrant chosen, but the points get randomly distributed in the quadrant and adoption range so you don't have to align dots. The position doesn't really hold much significance as long as it's in the right area.
