Mmigrate from the Istio In-Cluster Operator Discussions

Everyone is welcome to discuss the migration of Istio In-Cluster Operator to Pluma here.

Background:
In Istio 1.24, the In-Cluster Operator was officially deprecated. Our project heavily relies on an operator to manage Istio components, so we needed a solution. Special thanks to @hanxiaop, @kebe7jun, @howardjohn, @zirain, and other Istio community maintainers for their ideas, which led to the creation of an operator that focuses more on Helm-based installation.
