Support vagrant or some other containerization format for local development org wide?

Simply put, I'd like to see us use some form of containerization when developing to get a "baseline" system for the various distros and OS's we build for. The idea would be to take something like the images listed here:
https://github.com/carlosefr/vagrant-templates/

And convert them for ourselves. Add the dependencies we know for a fact we'd need. The only missing thing from this one is windows and macs in general. But I'm sure @autumnblazey, maybe @confused-Techie and a few others can suggest the dependencies for this on M1/m2 macs and windows to get it working on that front. Though, the idea would be to have one set for documentation and another for any core, package and theme dev since documentation is vastly different compared to the rest in our own needs.
