Move i3 bar to the top on Ubuntu 22.04 #1031

Here's what happened. The system update yesterday installed Regolith version 3. However, the update did not modify the configuration folder, it remained in ~/.config/regolith2. Once I manually moved that folder to ~/.config/regolith3 the i3 bar returned to its natural place.

One thing I cannot explain is why some other settings in the Xresources file (e.g. regolith.look.path) were being loaded.
