Fixed time programs

Perhaps we need two different control strategies?

1. one where you describe every change in detail, and the controller simply replays it, without any interpretation
2. one where you describe key events, and the controller inteprets it and determines eg. yellow times

Could the S0001 way to describe signal states be used to describe a signal program in the first of the above types?
