Core 3.2.2

Release 3.2.2 is almost ready, except the changelog needs to be updated.
Only behaviour change is related to sendOnChange, the rest is clarifications.

Tools

JSON Schemas needs to be updated.
Simulator: there's a PR for 3.2.2 that can soon be merged. Changelog needs updating.
RSMP gem: update to use new schema, change sendOnChange.
Validator: update to use new RSMP gem, update tests for sendOnChange.

Next steps

Get the schema and tools ready.
Complete repo reorganization.
