All issues have been completed. All that's left is to update the tools, see below.

3.2.2 Tools

JSON Schemas needs to be updated.
RSMP gem: update to use new schema, change sendOnChange.
Validator: update to use new RSMP gem, update tests for sendOnChange.

Simulator: 3.2.2 PR has been merged. New 3.2.2 SXL YAML needs to be included. Changelog needs updating.
An issue has been fixed in the simulator, related to required message attributes.
