Roadmap planning

We went through the issues without milestones, and assigned milestones, or added 'waiting' tag in case they are awaiting other decision, or 'parked' if we don't plan to work with the issue at the moment.

We're currently thinking of 1.3, 1.4 and 2.0.

Some issues might be best solved with RMSP 4.
