Default browser scrollbar is broken. Especially if the page is long, navigation between distant places is pain. User either needs to drag scrollbar thumb to the desired place or click on the track and wait will the page scrolls to the pointer.
This functionality will be akin to IDEs scrolling where click anywhere on the scroll bar or minimap hops you directly to the destination.
