The process for creating these .woffs should be scripted for reproducibility going forward. The Noto Dashboard just links out to a CDN serving release artifacts from a GitHub repository. OpenType Feature Freezer has a command line tool. There are many command-line alternatives to FontSquirrel for converting to .woff, such as fontTools.

Noto Tools might also have first-party tools for accomplishing some of the things we want to do with the Noto fonts.
