Lisf of new editors should cover for five weeks atleast #1136

List of new editors is shown on a monthly basis presently. I suggest that it should cover the latest five weeks, while the statistics can continue to be computed on a monthly basis. This helps in welcoming new users who edit in the last few days of a month, but were not welcomed due to tool being down, welcoming user being busy etc.
