Modifying a template could be a recurrent task to improve the message, by adding or removing things, according to the needs of each area / region.

By having the templates as part of the code of this repository, it makes very complicate to modify them. Especially for non developers volunteers.

I propose something different, like the application points to an external site that contains the text of the template.

I get your point and it's a fair point.

I could check if I can integrate it in https://crowdin.com/project/osm-welcome-tool
That would already make it easier to be adapted by non developers.
