today I had a look at notes open in Panama, and I noticed that on April 2nd we had AHB507, a new OSM user, who preferred opening notes to creating points of interest. he's still at 0 edits, and I've just welcomed him in a private message and as a comment to one of his notes, but I'm over 8 months late, let's hope he didn't lose interest.

it would be nice if the osm-welcome-tool would also watch users authoring notes.

Not sure OSMCha returns such information but worth checking.
