Add formatting options for more readable Board Action Items #29

Last year, we moved Board Action items to the OSM wiki https://wiki.openstreetmap.org/wiki/Foundation/Board_action_items because they are much more readable there. Compare with https://wiki.osmfoundation.org/w/index.php?title=Board/Action_Items&oldid=9467.

One solution would be to apply custom CSS to only the action items page using https://www.mediawiki.org/wiki/Extension:CSS
