feat: option to disable rtmp play

What is the business background? Please provide a description.
Currently, the option to disable RTMP pull is not available. I want to push with RTMP and pull with HLS, but RTMP pull cannot be disabled.

You can refer to the HTTP callback in the SRS documentation, which allows you to reject the collection if you do not wish to play the RTMP URL. See on_play of https://ossrs.io/lts/en-us/docs/v6/doc/http-callback

For example, when you receive an on_play event, you can determine whether the client is using the RTMP protocol based on the callback data. If you identify the client as an RTMP client, you can respond with a non-zero value to reject the RTMP client.
