It appears that the Docs workflow has been broken for at least 3 months. The workflow is based on jekyll-action, which is deprecated and now broken by nodejs updates on the Actions workers or something like that.

jekyll-action points to GitHub's documentation for publishing to GitHub pages from a workflow. I've set that up on a different project for Endless and it wasn't too hard.

This got fixed in #3304 and #3305.
