Ostro proposes Linux IIO and that is used by Soletta without any libraries, however people that do not use soletta may easily access IIO via libiio (https://github.com/analogdevicesinc/libiio), like done by ArduPilot (http://copter.ardupilot.org/ardupilot/index.html)

Then please package libiio in Ostro.
