Feat: Add alerts based on logging errors

Summary

When we get exceptions and errors thrown in the app, we are sending them to our grafana logs. We should set up alerts that send a slack message when they happen so we can know.

• We don't want a million messages if we're getting continuous errors, so we should set some conditions on the alert. (ideal scenario: get an alert for the first error. then get an alert that we've reached 50 of the same errors)
