This happens in quite a lot of levels when I tested, and happens in the latest version of the game. Basically, when you move slowly, your character will snap to certain kinds of terrain (ramps and curves when I was testing). This can be reproduced in many levels, but I have uploaded a few videos showing this bug in action to YouTube (since GitHub doesn't support mp4 files sadly). Note that I ran the game in debug mode so that terrain and character masks were showing.
In general, when Sonic rotates on a slope as well, it isn't smoothly. Even ignoring collision snapping, the sprites themselves most of the time don't display a smooth interpolation in between angles. The sprites also seem to rotate slightly even on small bumps on flat ground.
