Add ability to search existing users by first, last names, and add them to projects #104

Allow PIs to search for existing users across entire Collab by First Name or Last Name, and subsequently add them to other projects.

Results must show First Name, Last Name, Institute they belong to.

Nice-to-haves:

If user being added not from same Institute as PI, perhaps provide a soft warning/alert message.
