On Step 1 of the Enrolment app, move the checkbox to the left of the label for "Different Billing Contact".

Usual UX practice is for checkbox fields to have the checkbox on the left and label on the right. This is what most users are accustomed to. I reviewed this idea with @kcullion to get UX designer feedback and she agrees.

This is a very picky & minor change, but since we are updating this step anyways for Issue #95, we can make this change in tandem.
