Implement proper permissions to access controlled files

For example, currrently we have a quick and dirty solution that automatically suppresses using any controlled files to launch J-Browse

We need a general solution for Overture DMS-UI to manage access to controlled files

Requirements:

(1) Replicate default behaviours of SONG
(2) Ability to add custom logic (for example if stakeholders want to implement their own access rules)
