Add expand/collapse all controls (these are two separate things) to the filter panel in Arranger, to be re-used in other projects (e.g. ITCR DMS UI)

Requires dependency/change in Arranger, @b-f-chan to create separate ticket

However this ticket should re-assign to DMS UI repo (so there's a DMS UI implementation after the Arranger fix is done)

  • All the facet panel sections are individual components from Arranger and there's no higher-level control of whether these sections are expanded/collapsed.
  • Have to add state management to the theming system to control the expanded/collapsed state.
