{pll-}ldms-static-test.sh on main needs update for change in daemonization

The change to ldmsd startup behavior (no longer daemonizes) means the LDMSD function in the static test scripts needs to handle io redirects and backgrounding of the processes.
Currently, the test scripts block until the first daemon started exits.

my ci tests are showing the exit code for ldms-static-test.sh is always zero. preparing a fix
