Web release docs do not reflect stable branches #12071

The current release docs of oC Web do not really mention anything about stable branches. Since oCIS has a whole dedicated section to release cycles it of course does not make sense to replicate this all in the Web docs. However, I think it would still make sense to mention the stable branches in the release docs in Web as to have a clear steps on how to make a release.
