[FEATURE] More user privileges options! #205

Would like to see at least next customizable privileges for every room:

Right to DM other users
Right to share links
Right to leave emoji-reactions on the messages

Also, deciding for every room separately, if last messages are shown in the internet.

Other clever ideas, what rights should be added?

other privileges it would be nice to customize (that i can think of at the moment):

right to upload images,
right to upload documents,
right to upload audio,
limit the number of posts per day / week,
