ensure that reconfigurator ExampleSystem has all services

In #9233 we found that the Reconfigurator ExampleSystem does not set up all the services that are present in a real system. We should at least have an optional mode that sets up the full set of services.

Marking an important non-blocker because without this done, we have ongoing risk in the gap between what we're testing and what we're shipping (e.g., the DNS test we have might not catch components whose DNS data is too large and causes client failures and the whole idea is to catch this sort of thing before we deploy a system that large).
