Update tox testing to tox v4 along with updating to avoid having to manually set up commands_pre to install euphonic.

This was also on my wishlist once the initial pyproject.toml is sorted.

We were stuck on v3 because of tox-conda; now that is gone we are free to update.

I believe this has been completed through #332 and #333 .
