Seqspec supports reading gzip files

Currently all the YAML files submitted to IGVF portal need to be gzipped. To validate all the seqspec files in IGVF portal we need to unzip it first then upgrade and check the file. It will be great if seqspec can read gzipped file so we don't need to unzip the file first.
