feat: actions/setup-packit #16

First step towards addressing #9

Not sure what other steps are needed in this action, so I leave it as WIP for now.

Things to look into before this PR is finished:

Authentication using either kerberos or token
When is this action necessary instead of a dedicated container. Probably setting up the authentication and sharing workspace environment for container actions would be more complicated
How feasible is it to use ubuntu-latest
