snag: pact-csv-plugin 0.0.6 was missing manifest file at time of release #61

Just tried installing 0.0.6 of the csv plugin and got an error due to a missing manifest

https://github.com/pact-foundation/pact-plugins/releases/tag/csv-plugin-0.0.6

I've just uploaded one taken from https://github.com/pact-foundation/pact-plugins/releases/tag/csv-plugin-0.0.5 with the version number bumped
