401 bad credentials

UPDATE: 401 bad credentials error only happens when run via automated workflow. It will succeed if run via manual dispatch.

Can you try giving extra privileges to the GITHUB_TOKEN using the privileges key in the workflow? Otherwise we need to use the CI user’s PAT. Thanks!
