Intermitent seg fault on 3.10, upstream-dev tests

I've seen this error intermittently in:

Possibly related to pangeo-forge/pangeo-forge-runner#78?

I think we should instead just bump up our version of apache-beam (pangeo-forge/pangeo-forge-runner#90) and get to a newer version, which may help with this. In addition, we can probably merge pangeo-forge/pangeo-forge-runner#65 which would allow users to avoid using multiprocessing (at cost of multi-core performance) to work around this.

Long term, I want to get rid of the pangeo forge image completely...
