Reproduction:

Attempt to write a paper with a Fancy Pen, Sign a paper, or really anything non-default.

This was caused by tgstation/tgstation#65752. (See issue tgstation/tgstation#65831 as well)
Reverting the PR does fix the formatting, but since it's a sanitisation issue it'd probably be best to leave it for now and figure out a better way around it (and probably wait for a while to see if TG fixes it first, since they have a lot more manpower available).

Darn. Seems each time TG has to fix sanitation because people can't just not use it to be Aholes, Paperwork becomes jankier and jankier to format and do. Hopefully whatever fix is found this time might actually allow for decent paperwork again.
