Use Github releases to host/download https://github.com/paritytech/capi-binary-builds binaries.

Improve capi-binary-builds hosting and add support to get the latest binary release.

In Github, there could be a single latest release.
So, there could not be 2 different binaries flagged as latest.

For example, in the following screenshot, it's not possible to flag both polkadot-v0.9.40 and polkadot-v0.9.380 as latest.

Perhaps we could store the binaries in GH and use something else to flag the latest version for each binary.

Thoughts?

Shall I close this issue or rename it to support the latest binary release with a different tool other than Github releases?
