As I see in this comment polkadot-fellows/RFCs#13 (comment)
"The ordering of transactions follows strict rules, and the ordering of inherents is the same as what the runtime returns,"

FRAME runtime return inherents in the order of pallets in construct_runtime. This order could be enforced by FRAME.

I think this can be difficult to implement for now with the inherent API for pallets.
