When the relay chain is slow and forkful the bitfield-distribution subsystem is not able to keep up, stalling the network bridge. We should investigate why the message_capacity of is 8192 is not enough. Maybe node is overloaded ?

Kusama validator were running without this commit because it did not made it in any release 86dc1ab, and that should help with this problem.
