Requested Solution/Feature

In Adds DML (INSERT, DELETE, UPDATE, UPSERT, REPLACE) #1666, the REMOVE DML statement was removed intentionally due to the lack of an RFC.

Additional Context

This feature is used by the end-of-support QLDB and is described there.

Determine whether REMOVE should be in the PartiQL Language
