PAS - Create a specific PAS for bridging.

We should document the design decisions about all the bridges that will be deployed in Paseo.

From the time being we have confirmed that we will onboard Westend for bridging with another relay chain. Then is up to discussion if we could deploy a bridge using Snowbridge, etc.

Hi @hbulgarini ,

I am from the Snowbridge team. A lot of the consumers of our bridge have moved over to Paseo from Rococo, leaving us without a testnet to test integrations with other parachains. As such we would like to assist with this if possible by adding Bridge Hub runtime and configuring Snowbridge on Asset Hub runtime.

How can we kick off this process?
