Add a `Filter` component

The documentation for Filter components is incredibly thin at the moment. So far this is the only documentation I've been able to find, which just says what it can be used for, but nothing about the api, no examples, and no type references.

If you were to add Filter to the color picker example I believe it would be a valuable addition to the documentation (which is basically non-existant), and I for one would be a much happier man
